Data localization is the defining constraint. Data belonging to Saudi public sector entities generally cannot be transferred outside the Kingdom — including for caching, redundancy, or backup — unless explicitly permitted. This shapes disaster recovery architecture fundamentally: DR sites and backup replication targets may need to remain within Saudi borders.
Licensing and classification. Data centre operators generally need to register with CST, and cloud service providers serving public sector customers need to meet CCSPR requirements — with design implications for Tier-level target and redundancy configuration.
Extreme heat and cooling strategy. Sustained high ambient temperatures push cooling system selection and PUE targets, with limited free-cooling windows increasing reliance on mechanical cooling and making water availability a real design consideration given Saudi water scarcity.
Power availability and renewable integration. NEOM is positioning renewable energy as a data centre siting differentiator, and design increasingly needs to account for renewable integration as a genuine design input.

Common mistakes
The most consequential mistake is designing DR architecture assuming international replication is available, only to discover public-sector data cannot legally leave the Kingdom. A second is applying temperate-climate PUE targets directly to a Saudi facility.
Future outlook
With Vision 2030's ambition to position Saudi Arabia as a regional cloud and AI compute hub, we expect data localization requirements to remain durable, possibly tightening.
