A boom barrier (or arm barrier) is a lightweight horizontal arm that rises to allow vehicle access and lowers to block unauthorised vehicles — suitable for traffic management but not designed to physically arrest a vehicle. A road blocker is a heavy steel plate or beam that rises from the road surface and is rated to physically stop a vehicle (e.g., IWA 14 rated to stop a 7.5-tonne vehicle at 48 km/h) — used where vehicle-borne attack is a credible threat.
IWA 14-1 (International Workshop Agreement) defines test methods and performance classification for vehicle security barriers. Certified products are tested by physically crashing a vehicle of specified mass at a specified speed into the barrier. The rating specifies the vehicle mass (N1 = 1500kg to H4 = 30000kg) and speed (48, 64 or 80 km/h). IWA 14 certification is required for perimeter security at critical national infrastructure, government buildings and high-risk facilities.
ANPR (Automatic Number Plate Recognition) can function as the primary access credential for vehicle entry — pre-registering permitted vehicle registration numbers in the access control system, which automatically opens the barrier when a recognised plate is read. ANPR is convenient as drivers don't need to present a card or tag. It is used alongside RFID for higher-security applications or as a standalone system for visitor management and temporary access.
