A fire alarm strategy is fundamentally an occupancy and egress calculation — detection zoning, voice evacuation paging, and egress width sized against a design occupant load. When that load is explicitly planned to change as a scheduled reconfiguration, the fire strategy has to be designed for at least two operating configurations from day one, with a documented transition plan for re-commissioning zoning and cause-and-effect when stands are physically removed.
This matters more in Qatar because QCDD approval attaches to a specific submitted design condition. A system approved for a 60,000-seat configuration does not automatically carry forward approval when the upper tier is removed — the occupancy and egress change constitutes a material change requiring re-submission and re-inspection.
Design guidance
Segment fire alarm zoning along the same physical boundaries as the demountable/permanent structural split. Design the voice evacuation zone map so legacy-mode operation can run on a functional subset of tournament-mode infrastructure. Treat modular stands (as with Stadium 974) as fully self-contained, isolable fire alarm sub-systems.

Common mistakes
The most damaging mistake is treating legacy-mode reconfiguration as pure structural/seating scope, assuming fire alarm systems will "just work" once wiring is disconnected. Cause-and-effect logic and zoning need to be deliberately designed modular. A second mistake is under-scoping re-commissioning as a genuine QCDD milestone requiring test evidence and updated documentation.
Future outlook
Qatar's stadium legacy programme aligns with Qatar National Vision 2030's environmental development pillar — sustainable reuse rather than demolition. As transitions actually happen, the fire engineering community will build a deeper base of precedent for staged re-approval.
