Kahramaa's relevance is a structural decision with ripple effects: Kahramaa strongly prefers, and frequently mandates, that main electrical rooms sit on the ground floor, with room layout requiring Kahramaa sign-off before construction. Telecoms/IT room adjacency planning needs to accommodate a room whose exact footprint isn't finalised until Kahramaa approves it.
